What is a Declaring Agent, and do you need one?

A Declaring Agent is a party registered with Singapore Customs to submit declarations on behalf of importers and exporters. Most businesses use one. Understanding what they are responsible for — and what remains yours — prevents most of the misunderstandings that arise when something is queried.

The difference between a forwarder and a Declaring Agent

A freight forwarder arranges the movement of goods — booking space, handling documentation between carriers, arranging trucking. A Declaring Agent makes the customs declaration. Many companies do both, which is convenient and also why the distinction gets blurred. It matters when something goes wrong, because the two functions carry different obligations and the party who booked your container is not necessarily the party who declared your goods.

What responsibility actually sits where

A Declaring Agent submits what you tell them. If the goods description is wrong, the value understated, or a controlled good not flagged, the consequences generally land on the importer on whose behalf the declaration was made — not on the agent who entered it. This is not a technicality. It is the reason we insist on reviewing the commercial invoice and product details before a declaration is prepared, rather than passing supplier paperwork through unexamined.

What a good agent does that a cheap one does not

The difference shows up on unusual shipments, not routine ones:

  • They question a goods description that will not classify cleanly, rather than filing it and hoping.
  • They recognise when a product likely falls under a controlling agency and raise it before submission.
  • They tell you when the HS code your supplier provided does not match what is actually in the box.
  • They know what documentation a particular category of goods usually attracts.
  • They flag valuation issues rather than declaring whatever number appears on the invoice.

When you might file directly

Businesses importing at high volume sometimes register as their own Declaring Agent, which gives control and removes a per-declaration cost. It requires registration with Singapore Customs, appropriate system access, and people trained to make declarations accurately. For most businesses importing occasionally or handling unusual one-off shipments, the overhead is not justified — and the expertise gap is precisely where the risk sits.

Is my freight forwarder also my Declaring Agent?

Often, but not always, and it is worth asking explicitly. Some forwarders subcontract the declaration. Knowing who actually submitted the declaration matters if a query arises later.

If the agent makes a mistake, who is liable?

Broadly, the importer remains responsible for the accuracy of what is declared on their behalf. An agent has their own obligations, but you cannot outsource responsibility for the truth of the declaration by handing over an invoice and looking away.

How much does a Declaring Agent cost?

Declaration fees are typically modest per shipment. The meaningful cost difference between agents is not the fee — it is whether they catch a problem before submission or after. On an unusual shipment, that difference is worth far more than the fee.
