What makes lithium batteries and battery-powered goods different

Lithium batteries are the most commonly mis-shipped category in modern freight, usually because nobody realised the product contained one. They are classified as dangerous goods, and the rules differ sharply between batteries shipped loose, batteries packed with equipment, and batteries installed in equipment. Getting this wrong is not a paperwork problem — airlines refuse the shipment, and undeclared batteries carry real liability.

Handling and packing considerations

These are the points that decide whether lithium batteries and battery-powered goods arrives in a usable condition rather than merely arriving.

  • Establish chemistry (lithium-ion versus lithium metal), watt-hour rating, and cell count first.
  • The three configurations — loose, packed with, installed in — have materially different rules.
  • State of charge is restricted for air transport of standalone lithium-ion batteries.
  • Packaging, marking, and labelling requirements are prescriptive and must be met exactly.
  • A dangerous goods declaration and, in many cases, trained-shipper certification are required.
  • Damaged, defective, or recalled batteries are subject to far stricter rules and are often prohibited by air.

Permits, controls, and the regulatory position

Lithium batteries are regulated internationally under the IATA Dangerous Goods Regulations for air and the IMDG Code for sea, with requirements varying by chemistry, energy rating, and packing configuration. Singapore applies these regimes; separately, waste and used batteries can bring NEA considerations. This is a category where the shipping decision has to be made by someone who has seen the actual specification.

Questions we get asked about this

My product just has a battery inside. Is that still dangerous goods?

Yes, though the requirements for batteries installed in equipment are less onerous than for loose batteries. It still needs to be declared correctly, packed to the applicable standard, and marked. Not mentioning it is the one option that reliably causes problems.

What is a UN 38.3 test summary and do I need one?

It is the manufacturer's documentation confirming the battery has passed the required transport safety tests. Shippers are generally required to make it available. Ask your supplier for it early — chasing it later stalls shipments.

Can I ship used or faulty batteries back to the supplier?

Damaged, defective, or recalled lithium batteries are subject to much stricter rules and are frequently forbidden for air transport altogether. Tell us the actual condition — this is not a case where an optimistic description helps.
