What makes wine and spirits different
Alcohol is one of only four categories of goods that attract customs duty in Singapore, and the duty is charged per litre of alcohol rather than as a percentage of value. That means a modestly priced spirit can carry duty exceeding its purchase price, while an expensive wine may carry proportionally less. Anyone importing commercially needs a licence, and anyone importing at all needs to model the duty before ordering.

The permit type used for the import differs depending on whether duty is being paid at import or suspended.

How is alcohol duty calculated in Singapore?
On the litres of alcohol, not on the value — so ABV and volume are what matter. A case of high-strength spirits carries substantially more duty than a case of wine of the same value. GST is then charged on top. Work the numbers before you order.
Do I need a licence to import wine?
For commercial import, yes. Bringing alcohol into Singapore commercially requires the appropriate licence from Singapore Customs. Personal allowances for travellers are a separate and much more limited matter.
Should wine ship in a reefer?
For anything you care about, yes. A standard container crossing the tropics reaches temperatures that damage wine irreversibly. Temperature-controlled shipping costs more but is cheaper than a ruined consignment.
